Aid-Welfare Regime in Korea, 1948-1961

Abstract
This study examined the characteristics of the Korean welfare regime from 1948 to 1961. From the perspective of the welfare regime, the criticism of the Rhee regime is that the surplus produced by the Korean society at that time is distributed unequally through the irrational farmland reform and unequal tax policies. This unequal distribution structure has reduced the financial ability of the government to expand welfare and has led Korean society to depend on foreign aid even for the minimum amount of relief. Politically, it was possible to construct such a distribution system because the power resources of workers and peasants were made ineffective by the US military administration. The April 19 Revolution was a manifestation of these accumulated complaints in a popular way. The slogan "Let's not live and change" symbolically shows how desperate the survival problem was for the people at that time, and how helpless the Rhee authoritarian system was in solving the problem of the people's survival.
